I cannot stand my loud 10 yearold neighbors!?

I'm 13 and I cannot stand my loud 10 yearold neighbors! i'm sorry but it gives me a headache so i put in one of my cds into my cd player thing and i cranked it up to full max like 100% on the radio thing and i cant hear her now but shes been outside screaming like WOO HOO! YEAH! and shes playing with these annoying little 10 yearolds i mean i have the flu and i can just sit and it makes it worse hearing her! what should i do? can i get in trouble by someone with music so loud? please no mean or rude answers thank you!
