Does Hera have the power to rule over the other gods (but not Zeus) as she is Zeus' wife?

Not really. Sure Zeus and Hera were king and queen of the gods, but it didn't affect their actually abilities as gods. If the other gods had revolted, Zeus and Hera would've been obliterated.
